4 June ’99: Launch of Quality Service Charter at Land Registry Department: Home Affairs Ministry Allocates Lm83,000 For Major IT Project.

 

Dr Godwin Grima, Head, Land Registry presents Quality Service Charter to Minister for Home Affairs, the Hon. Dr Tonio Borg.

“The Ministry for Home Affairs has this year allocated Lm83,000 for a major  IT project which will see the Land Registry Department’s data available on-line. The contract was concluded last week with the Government’s information technology consultants, MITTS. The first phase of the project is expected to be completed by September this year.” This was announced by the Minister for Home Affairs, the Hon. Dr Tonio Borg during the launch of the Land Registry Quality Service Charter.

Dr Borg added that “already part of the first phase of the project permits the Malta branch to access all data in Gozo, while the Joint Office will be in a position to download Land Registry plans, instead of calling physically at the Land Registry. Furthermore once all the phases of this project are completed the data will also be available to all the Land Registry’s customers. In its efforts to be more accessible to its customers, the Land Registry is also in the process of setting up its own website.”

The Minister also spoke about the steps being taken by the Department in order to overcome the difficulty that some of its customers are facing since they are not yet familiar with the computer-generated format of the certificate of title.  

Speaking about the registration process of property, Dr Borg stated that “the Ministry is currently organising a seminar which will see the participation of other Ministries and all those concerned with the registration of property. The aim of this seminar will be to address the issues and problems that were tackled by the select committee for social affairs in 1998 about the property registration process particularly in the Floriana and Valletta districts.”

Speaking about the Land Registry Department’s Quality Service Charter, Dr Godwin Grima, Head of the Land Registry stated that, “the Quality Service Charter, being launched today is a result of a long process which started way back in 1993, when, after an operations review was carried out, we were given feedback mainly by the Notarial Council that a number of changes needed to be implemented in order to help the Department function in a more efficient way. The operations review indicated four main problems to be tackled. These were, the need to change certain procedures, laws and regulations which effected the service being given by the department, a need for investment in information technology, an investment in the human resources training and consultancy and a complete refurbishment programme of our premises. All these improvements have now been implemented and thus we are proud to be in a position to take up the commitment and launch a Quality Service Charter for our Department.”  

Speaking about the Government’s commitment in securing a better service within the public service, Dr Austin Gatt, Minister of Justice and Local Government stated that “the Quality Service Charter being launched by the Land Registry Department goes in line with the public service’s commitment to give its best possible service to its customers. In fact, through this Charter, the department is committing itself to enhance its efficiency in order to serve the large amount of customers in a most effective way.”  

The launch of the Quality Service Charter was also addressed by Dr Victor Bisazza a regular customer of the department and President of the Notarial Council. The launch was also attended by Mr Joseph R. Grima, Permanent Secretary in the Office of the Prime Minister and Mr Anthony Mifsud, Director General, Office of the Prime Minister.

Following the launch of the Charter, Dr Godwin Grima invited all those present to tour of the Department’s premises.
